   Where a state's own teacher rule replaces the national one for larger services, it now says the national teacher rules for smaller services still apply, and gives that rule's numbers.

   • Breaks are now set out state by state: some places count a short time away from the children each day, and some count none.
   • The rule that half the educators hold or study for a diploma is now said to apply to children preschool age or under.
